Project Manager III, Performance – NASA Headquarters in Washington, DC.

Venesco provides information technology support services at NASA Headquarters in Washington, DC. We are looking for a Project Manager to support our contract, focusing on evolving performance management in NASA’s Office of the Chief Information Officer (OCIO). This role will support the development, maintenance, and use of OCIO’s IT performance management policy and processes, including cascading performance goal setting, measurement, risk analysis, evaluation, trending, and reporting. The role will support change management for the OCIO to widely implement performance management best practices such as Objectives and Key Results (OKRs) and Balanced Scorecard.

Position Description:

  • Assist with developing and maintaining OCIO’s IT performance management policy and processes, including cascading performance goal setting, measurement, risk analysis, evaluation, trending, and reporting
  • Collaborate with the Strategy & Architecture Office to ensure the IT performance management policy and processes support OCIO’s strategy management framework
  • Assist with performance management implementation and training, including conducting workshops and developing training materials, across the OCIO using Objectives and Key Results (OKRs), Key Performance Indicators (KPIs), Balanced Scorecard, flow frameworks, and other best practices
  • Provide consultation and guidance in all areas of performance management across OCIO’s Service Lines, Agency offices, and OCIO center organizations
  • Assist in establishing, assessing, reviewing, and maintaining cascading performance management metrics to measure and evaluate progress towards NASA’s IT Strategic Plan, and support internal and external performance reporting
  • Develop and present performance reports for the OCIO front office, divisions, agency level offices, service lines, and centers
  • Support establishment and operations of the IT Performance Management Working Group (PMWG), solicit PMWG membership and chair the meetings, and serve on other working groups where IT performance management expertise is needed
  • Ensure best practices are considered and policy/processes are understood and followed
  • Assist in developing requirements for the performance management capability within the OCIO Program/Project Management (PPM) / IT Service Management (ITSM) toolset
  • Test selected tools to ensure OCIO’s performance management requirements are met and provide training and operations support to performance management tool users
  • Develop and maintain performance management-related templates and manage performance-related artifacts in compliance with OCIO policy and processes
  • Review OCIO policies and procedures to identify impacts to and conflicts with IT performance management
  • Assist in developing a continuous improvement process to evolve OCIO’s performance management


  • Bachelor’s degree or equivalent
  • 10+ years of project management experience
  • 3-5 years of performance management spanning business/mission (outcomes/impacts), tactical (project planning/execution), and operational (service/product delivery)
  • Project Management Professional (PMP) certification
  • Experience with Objectives and Key Results (OKRs) and/or Balanced Scorecard, and ideally both practices
  • Experience using tools to visualize performance
  • Experience in creating and maintaining Integrated master schedules and applying earned value management techniques (desired, not required)
  • Proficient in Microsoft Excel, PowerPoint
  • MBA (desired, not required)
