Governance and Program SME – NASA Washington DC

Venesco LLC is seeking a Governance and Program SME to provide board management, document configuration management, risk management, and schedule development/management for the OCIO Enterprise Program/Project Management Office, providing services and consultation to the OCIO Agency Level Offices and Service Lines/Programs, as identified in the objectives.

Board Management Support:

  • Assisting with developing and documenting updates to the IT governance framework and processes.
  • Providing consultation in developing, maintaining, implementing, and executing the IT Governance Implementation Plan.
  • Consulting in developing and maintaining IT governance board charters.
  • Providing guidance in governance and board management.
  • Consulting on governance and board management best practices.
  • Providing consultation in developing the Governance Implementation Working Group Charter.
  • Serving on working groups where governance and board management input is critical.
  • Attending meetings related to governance and board management to ensure best practices are considered and policy/processes are understood and followed.
  • Assisting Service Lines/Programs, Centers and IT projects in satisfying IT Program/Project Management Requirements (e.g., NPR 7120.7)
  • Managing IT governance boards and assisting the individuals presenting to these boards.
  • Developing and maintaining IT board-related configuration item (i.e., decision package) templates.
  • Providing quality checks on decision packages scheduled to be presented to agency IT governance boards and assist package owners in improving the quality of products.
  • Establishing, assessing, reviewing, and maintaining board metrics/measures to ensure progress towards NASA’s IT goals, and support of internal and external reporting.
  • Developing executive level board performance metrics reports for the OCIO front office, divisions, agency level offices, and service lines.
  • Reviewing OCIO policies and procedures to identify impacts to and conflicts with IT governance and board management.
  • Generate requirements for approval by EPMO Chief for the OCIO board management toolset.
  • Provide training and operations support to the IT board management tool users.
  • Document and execute program decision memos (PDMs) to terminate boards and working groups that are no longer needed.
  • Ensure alignment of all IT Governance Boards to the IT Governance Framework.
  • Review IT Governance Board performance and Continual Service Improvements (CSIs) to assess consistency with IT Governance Framework.

Document Configuration Management Support:

  • Providing consultation in developing the IT document configuration management policy and processes.
  • Supporting the creation, implementation, and execution of the IT Document Configuration Management Implementation Plan.
  • Providing guidance in document configuration management.
  • Consulting on document configuration management best practices.
  • ·Assisting with developing the Document Configuration Management Working Group Charter.
  • Serving on working groups where document configuration management input is critical.
  • Attending meetings related to document configuration management to ensure best practices are considered and policy/processes are understood and followed.
  • Assisting Service Lines/Programs and IT projects in satisfying document configuration management policy
  • Developing and maintaining document configuration item templates.
  • Establishing, assessing, reviewing, and maintaining document configuration management metrics/measures to ensure progress towards NASA’s IT goals, and support of internal and external reporting.
  • Developing executive level document configuration policy compliance reports for the OCIO front office, divisions, agency level offices, and service lines.
  • Reviewing OCIO policies and procedures to identify impacts to and conflicts with document configuration management.
  • Generate requirements for review by EPMO Chief for the IT document configuration management toolset.
  • Provide training and operations support to the IT document configuration management tool users.

Risk Management Support:

  • Assisting with developing and maintaining the IT risk management policy and processes.
  • Providing consultation in developing, implementing, and executing the IT Risk Management Transition Plan.
  • Providing guidance in risk management.
  • Consulting on risk management best practices.
  • Supporting in developing the IT Risk Management Working Group Charter.
  • Serving on working groups where risk management input is critical.
  • Attending meetings related to risk management to ensure best practices are considered and policy/processes are understood and followed.
  • Assisting Service Lines/Programs and IT projects in satisfying IT Program/Project Management Requirements (e.g., NPR 7120.7) regarding risk management.
  • Developing and maintaining IT risk management-related configuration item templates.
  • Providing quality checks on the risk register and assisting risk owners in improving the quality of products.
  • Establishing, assessing, reviewing, and maintaining risk management metrics/measures to ensure progress towards NASA’s IT goals, and support of internal and external reporting.
  • Developing executive level reports for the OCIO front office, divisions, agency level offices, and service lines.
  • Reviewing OCIO policies and procedures to identify impacts to and conflicts with IT risk management
  • Generate requirements for the IT risk management toolset for approval by the EPMO Chief.
  • Provide training and operations support to the IT risk management tool users.

Scheduling Support:

  • Assisting with documentation and updates to developing the IT scheduling policy and processes.
  • Providing guidance in scheduling.
  • Consulting on scheduling best practices.
  • Serving on working groups where scheduling input is critical.
  • Attending meetings related to scheduling to ensure best practices are considered and policy/processes are understood and followed.
  • Assisting Service Lines/Programs and IT projects in satisfying IT Program/Project Management Requirements (e.g., NPR 7120.7) regarding scheduling.
  • Developing and maintaining schedule-related configuration item templates for review by the Configuration Management Lead.
  • Providing quality checks on schedules to improve the quality of products.
  • Establishing, assessing, reviewing, and maintaining scheduling metrics/measures to ensure progress towards NASA’s IT goals, and support of internal and external reporting.
  • Developing executive level reports for the OCIO front office, divisions, agency level offices, and service lines.
  • Developing and maintaining schedules including the OCIO Portfolio Integrated Master Schedule
  • Completing assessments and validation of schedule status reporting compared to the OCIO Portfolio Integrated Master Schedule.
  • Conducting schedule-centric meetings to collect/validate current status and resource estimates.
  • Working with points of contact to ensure all information across the OCIO tool suite is consistent with the OCIO Portfolio Integrated Master Schedule.
  • Ensure tool setup to include versioning and tracking of baselines and revised baselines.
  • Assisting Service Lines/Programs and Projects in developing and maintaining resource loaded schedules including dependencies and links to risks.
  • Defining scope of work to develop and update schedules including identification of variances from original plan.
  • Analyzing critical path and constraints to determine effect of changes to schedule and recommend work-around.
  • Evaluating service line/program and project schedule progress and performance and identifying potential problem areas.
  • Assessing scheduling operations and providing assessments (e.g., status, risks, and issues) at performance reviews.
